Buckley was born on November 17, 1699, in New Kent County, Virginia. In 1727 he is listed as a planter in St. Paul's Parish. Buckley Kimbrough of Hanover next appears in Edgecombe County, Norht Carolina, in 1735. It seems that he and his half-brother Marmaduke, left Virginia in 1735 after deeding away property there.

Buckley married the daughter of John English who was born about 1698. To this union six known children were born: 1. Major John 2. Ann 3. Nathaniel who died in 1781 4. Grizelle born in 1720 5. Frances 6. Elizabeth.

It is believed that Bukley died in 1743 in Edgecombe County, North Carolina.
